Performance-Based Grant

Performance-Based Grant Programme (PBG) aims to close the viability gap for mini grids developed on a spontaneous basis. The communities are identified, verified and sensitized by mini grid developers and they may also use this window to support development of pre-planned projects in their portfolios. Eligible projects are solar hybrid systems which will be deployed in unserved areas, with generation capacity of not more than 1MW.

The total fund available for this sub-component is US$48 Million

A total of US$48 Million has been assigned for the PBG programme. Grants of US$600/connection, the naira equivalent of which will be disbursed to qualified mini grid developers on a first-come first-serve basis, until the funds are exhausted.

The total amount of grants to be provided are agreed upon based on the total numbers of connections for each site approved by the NEP. Multiple grants are awarded for individual sites submitted by the developers. Grants are disbursed within 3 milestones, these are :

Milestone 1 – Delivering of specific goods to site (Solar Panels, batteries, inverters, distribution poles and meters)

Milestone 2 – Commissioning of Minigrid and initial connections of customers

Milestone 3 – 3 months after the connections have been verified to be successful

Minimum Subsidy Tender (MST)

Minimum Subsidy Tender (MST) aims to electrify pre-selected communities that have high economic growth potential though a competitive tender. The communities to be electrified under the MST are identified, verified and sensitized by the REA/NEP.

A total of US$25 Million has been assigned for the MST to electrify 250 communities.

The MST subcomponent will be implemented in two phases. The NEP WB has prioritized over 163 sites to be tendered in the first phase, spread across the following States: Abia, Anambra, Bauchi, Cross River, Kano, Niger, Ondo, Ogun, Plateau and Sokoto. These sites will be packaged into lots, by State, to encourage economies of scale in procurement and efficiency in operations and management. The remaining sites will be tendered in the second phase.

The grant amount will be determined competitively through the tender.

Covid-19 & Beyond

At the onset of the COVID-19 outbreak, the Federal Government outlined the intervention and palliative measures of the Federal Government of Nigeria (FGN). The President also called for inter-agency collaboration on the fight against the pandemic.

The COVID-19 & Beyond programme is being implemented under the Nigeria Electrification Project Solar Hybrid Mini Grid Component, with the aim to provide:

1. Sustainable and clean power to Isolation & Treatment Centers (ITCs) as well as Primary Healthcare Centers (PHCs), to power equipment used for testing and treating COVID-19 related cases.

2. A modular design to provide instant basic services for emergency operations.

3. Steady water supply through solar water pump systems for the selected facilities.

4. Retrofitting of electrical appliances within the facilities to energy efficient standards to minimize power consumption.

Total funding available for the component is US$70 Million
